Can an orc army have Ghazghkull l Thraka and another Warboss as Hq's?

Yes, of course.

If you have "fluff-problems", see it as it's Thraka's ultra-nob.

Yes; taking Ghaz does not restrict you from taking another HQ of any type.

Yes, Ghazzy can take another warboss but he must be in hard times if he can't afford a Big Mek with a KFF to protect his ride! I guess the housing crisis is affecting orcs also.

Any Ork army can take Thrakka as a HQ, its not 100% fluffy, but you can use and HQ from the codex with any Ork army.

Two warbosses is well fluffy and orky... Either one is so powerful that the other serves him, like Thraka and some nameless Warboss. Or they're a boss and his very powerful second-in-command just waiting for the right day to settle who should be the biggest boss once and for all.
