Tough Tyrant Guard

Hello all, this is me, I'm just getting back into the 40K universe. I started up with 1st edition and played through to just the beginning of 3rd. I left and went sailing on tall ships for the next ten years or so and sold off most of my armies. Now I'm back on land for a bit and so I have taken up the tattered remains of my old eldar army and at it once again. In catching up on rules and codex books and such, I read the bit about Maugan Ra saving his home craft world. As with most people, that was probably my favorite model ever, so it's easy for me to want to repaint my army entirely in Altansar and collect a good fun army based around Ra. I was sad to discover that Citadel still hasn't come out with an in depth all of the craftworlds having unique units and such book for the modern version of the game. It's still just mostly paint that separates the various craft worlds. So I've got a couple of thoughts for Altansar here below and would love some feedback from anyone interested. Not sure if these would fit in with the new rules, or if people would play against me with this as part of the basis of my army. I tried putting out a thread about this already, however I think I mistakenly made it an article. Hmmmm. Thanks much for reading.
CRAFTWORLD ALTANSAR
special rules
MAUGAN RA'S home planet:
Positive
Maugan Ra: costs 165 points instead of 195 to reflect the likelihood of him leading an army from his home craft world. He may take a squad of 3-10 dark reapers as his entourage for normal cost.
Negative:
Few of the farseers from Altansar survived the time in the eye of terror, and to reflect that and make up for Maugan Ra's cost reduction.
Farseers cost 75 points and must have at least two powers.
Positive:
Dark Reapers are considered troops.
This is to show how Maugan Ra's home world mirrors him. Having saved them from the warp and originating from craft world Altansar has led the inhabitants to migrate towards being Dark Reapers.
Negative:
Because of the emphasis on Dark Reapers there is little time to learn the intricacies of riding a jet bike. Relegating even the Guardian Jet bikes to the fast attack category instead of troop.
Unique characters:
Shelwe Kaelis:
Elite pathfinder who left Altansar prior to its fall into the eye of terror, he has been wandering amongst the planets and through the web ways for over 500 years. Comparative to a phoenix lord of the rangers. His stats are as below.

Having traveled for 500 years Kaelis has roamed the worlds and the paths of the web way in the true form of the nomad. He has sold his services to the corsairs and conversed with the Jokaero. His experiences have garnered him unique skills, though he is unwilling to lead any but rangers.
War gear:
Customized long rifle with far sight.
An advanced weapon sight that allows him to focus his weapon to not only shoot the wings off a fly in flight, but to split the wings into perfectly equal sections before the fly can hit the ground. Reflecting this his weapon counts as an AP 1 on a roll of 4+ when trying to hit.
Long rifle
Range S AP heavy 1, sniper, pinning
36" X 6
Cloak of shadows
An ancient cloak blending the chamelioline properties of the ranger cloaks and the holo fields of the Harlequins. The resultant blend makes it extremely difficult to target Shelwe Kaelis. Any model targeting Kaelis rolls as if their weapons skill is 2 lower. (i.e. a space marine with BS 4 rolls as if BS 2.) WS cannot be reduced below 1
Special rules:
independant character, master of stealth, infiltration, crack shot, fast shot.
Cannot use crack shot and fast shot in the same turn.
