Well, you see the Green Space Marines have a terrible, dark secret that I'm not going to tell you. Because it's terrible. And dark. And SECRET. You see this one time the Emperor and the Boss Green Space Marine were in Tiajuana and they were doing tequila shots and the next thing you know? WAIT! You almost tricked me into telling the Dark Terrible Secret! Let's just say that the Boss Green Space Marines like to wear dresses and hang out with midgets. And the Big Green Space Marines likes to wear feathers. Then there's the naked water polo. OK. That's all I'm saying. You can draw your own conclusions.

Also, from an aesthetic point of view, the Dark Angels have a monastic feel about them, and the robes help accentuate that.

Because they:

1 - Look cool.
2 - The robes make them more secretive ( even Grey Knights are jealous )
3 - And since the first started to wear them no other organisation or race don't have the copyrights on them ( they actually don't want to get sued ).

Ironically, buying 2 of the Dark Angels upgrade sprue would cost you less (by about $4-5) then the Tactical squad and give you the same number of guys. Now, it doesn't come with special/heavy weapons, but savvy buying on Ebay/bitz sites can remedy that. The more picky downside is that robes are for vets, and making your ENTIRE army out of them MAY lose their uniqueness. (That's personal opinion of course)

As for the fluff behind the robe thing, others have it covered: It gives them a monk feel, which, all though is true for most Space Marines, Dark Angels play off the imagery more. One thing that I liked about that imagery, was that all the special characters have biblical names, Hebrew I believe to be precise (though, most if not all biblical names started in Hebrew, but I digress) From that I get a kind of ancient, Middle Eastern vibe from them, and such my Dark Angels will probably be Desert based. Kind of like a Deathwing squad would be more akin to a wandering warrior of the sands, arriving in mystery and striking at the precise moment. Or the Ravenwing being like swift Arabian cavalry.

I think I may have gone off track a bit.

Actually, for Dark Angels the robes just signify them being inducted into the "Mysteries" of the Chapter.

You can be a veteran and not have been inducted yet.

You won't be getting into the Deathwing or Ravenwing if you're not trusted though.

Anyways, the DA wear robes for several reasons as has already been said:

Monastic feel
Secretive look and bla di bla bla.
But its also only veterans and warriors who have proven their worth who get to wear them.

Has everything to do with "proving they can keep their mouths shut".

Induction into the Mysteries of the Chapter requires trust, and usually comes about through an encounter with forces that operated alongside a member of the Fallen.

Actually, the robes stem from an administrative error during the heresy, where they forgot to order the crotch sections of their armour from Mars, they then realised they'd need to cover up, thus the curtains.
This is the "dark secret" of the dark angels.
