Flea markets are even sweeter. Rogue Trader dreadnought for $7 and the 3rd ed starter set for $10 are my best deals.

You're quite luck, we have some big flea markets (biggest being Columbus Flea market, it has a few hundred venders usually, here's an aerial picture: http://columbusfarmersmarket.com/aerial.htm) here but I have never seen any wargaming stuff.

eBay is a great source of cheap figures, provided you are patient and don't need to have them by the coming weekend. Otherwise it can get as expensive as retail, if not more.
I got my Plague Monks at nearly 33% of retail by lowballing and eventually winning enough from the bits sellers. I'm about to have to buy my last Ironguts off the shelf at a GW store because nobody seems to be selling them on eBay at the moment. :/

yeah dude, I'm off to Border Reiver at Newcastle Arena in 2 weeks, theres always loadsa bargains to be had either from sellers or the bring n buy.
The Mantic stall last year was selling everyting Mantic at 50% off (think about about how cheap half Mantic prices are!).

There were tables off to one side at the historical con I went to back in June. Piles of 40k stuff going fairly cheap, at a show selling mostly Roundheads and Romans.

Ebay is OK. Not sure if it is just me but I have noticed in recent years that genuine bargains are getting harder and harder to find on there. Sellers seem to be getting a bit more savvy. The downside to this is that all too often, people check their stuff against the GW retail price and think 'oh so it's worth x amount' and list it as such, even if said listing is for old and broken models, crappily assembled and globbed in paint.
But if you are patient and trawl through the listings, every so often you can find a real gem.

E:^^^ I've gotten great deals on Dakka's own Swap Shop. I check there before eBay if I'm going to make a purchase.

I'm not sure how much is people getting more savvy or more retailers and stores selling stuff on eBay. I suspect both. The weirdest thing is when models go for more than retail price. I was tracking some Imperial Guard HQ model - GW sells this fig for $15 or so. Damn thing went up to $33 before bidding ended, and it was stripped. I don't understand.

SRM: Dakka is my second choice. BTown has, by nature, a larger selection of ads. That's one reason I prefer it. ; )
That said, I have gotten some really good deals here and have traded with some very good traders, too.
As for the higher price... you get that sometimes. I recall seeing Last Chancers selling for HIGH amounts of money, when I could've bought the box on the GW site, still. Not sure if that is STILL the case, but it was within the last year. I know this, because I briefly contemplated buying a couple Chancers boxes and parting them out there.
...then I remembered what a pain it is to sell with feebay and why I stopped. lol
Even to double my investment, it wasn't worth it. : )

Best thing about eBay?
Misspelled listings, followed closely by wrong listings. You can often find incredibly cheap stuff if you look for slight misspellings. People don't see these items, so nobody bids on them. It's also worth browsing occasionally, as people will have something listed wrong, and you can scoop it up. I got long OOP miniatures this way, including a Nagash (man, that model is hilariously bad) listed as a Dark Elf Necromancer. Wha?
Patience and luck are your friends on ebay. Bartertown is nice, but there, you generally have people who know what they are selling.
