That many missile launchers work best in two different ways.
If you run lots of marines, running flamer/missile, with a special weapon on the sarge and then taking a razorback works really well. Combat squad them and put 4 marines and the missile guy on an objective in cover, and the rest in the razorback and roll out.
The other way is devastators with 4 missile launchers. They are effective in dealing with practically any target on the field, and will be useful in any game you play, expect against landraiders and monoliths.
For each codex you run, I would suggest the following:
Space marines: As combat squaded troops
Dark angels: As devastators
Chaos: As havocs
Blood angels: Would leave them out, but otherwise as devastators
Black templar: Would leave them out, but otherwise as devastators

Space Wolf Scouts are damn strong. So are Long Fangs. They're the best use you can get out of them, though your army may end up feeling generic.
