Actually I can think of a reason for that. Due to the scarcity of resources (bolts don't come cheap you know, and a lot of soldier need supplying), and the sheer multitude of xenos, heretics, whatever, it is more prudent to engage the enemy in H2H combat in order to compensate for this. That, and most of the enemies are Melee oriented anyway.
