Actually I can think of a reason for that. Due to the scarcity of resources (bolts don't come cheap you know, and a lot of soldier need supplying), and the sheer multitude of xenos, heretics, whatever, it is more prudent to engage the enemy in H2H combat in order to compensate for this.
