Here a translation of the Spanish newsletter part (translation provided by Hoarmurel on Warseer):
The new Edition of Warhammer is an important event, specially in Spain.
We only are going to reveal a little snippet about rules at this moment, and we know it will be a controversial one, somebody will grumble about it, and many will be delighted...
Warhammer will leave centimeters and will become to be placed in inches… Or better, Units of Measurement. In the july issue of WD magazine you’ll find a detailed article explaining the reasons and process of this change.
Anyway, this mutation will affect all the army books, but don’t panic!. You will can still playing with your army books for many years, because we are going to give you some free PDF files in order to update all the data you might need in your games. The current army books are utterly valid with the new edition.
However, we think that is not fair keep selling the same army books in the future, so we are going to re-publish them. The new army books will contain the same information of the current ones, but all the measurements will change to UM. The moment we set out this ambitious change we think, so we are doing this, it worth to correct all the mistakes; So all these books will be corrected without all the mistakes we have located, both english and ours. What’s more, we are going to update all those army books to the rules changes that the new rulebook means, thanks to the close collaboration of the english Studio. Those will be the final army books.
This movement is focused to offer the best customer service possible. The re-printing process will be done in waves throughout a year, starting this next summer. The Warhammer Rulebook will be accompanied by the first wave of books, consisting of the Empire, Skaven, High Elves, Beastmen and Chaos Daemons army books. This new incarnation of Warhammer is so exciting you are going to be amazed with!!
The interesting part is the first batch of reprints, all unlikely candidates for a new army book soon (that included High Elves and Empire). O&G are not in the first batch
Another tidbit: Matt Ward seems to have written the rulebook. His DoC and O&G army books broke the current edition.
Plus: Release is the 10th July (confirmed on GD France).

I wouldn't say it's a 'weird' thing. I'd say it's a bit of a underhanded thing. They want people to make armies before the rules change, and then have to buy different models when the rules changes adversely affect thier army or make thier army unplayable.

There may be more truth in there than you realize. I haven't played Fantasy in 3 or 4 years (i.e. since the dawn fof WFB 7E), and haven't really missed it. My DoW & Empire have been sitting boxed away on shelf untouched for over 3 years. If 8th fixes a few things, I might be tempted to jump back in. Maybe.

Gorram it, I was just finally going to get around to painting my Dwarves...I seriously doubt I'll be dropping 75 bucks for the boxed set for just a rulebook, or 50+ on the hardback for a game that I might play a few times a year...eh, we'll see.

No Orcs & Goblins was a great army book, it was the over powered nonsense that followed which resulted in said nerfing.
Skaven book went some way to reversing the overpowering trend IMO, so it will interesting to see where GW go with the next few books.

There is plenty of evidence of wide rankings in the vid, but this could be because a mass of large infantry units looks cool.
What confused me was a unit of Cold Ones Riders ranked up. I thought their tails got in the way...
