Yes, they still inflict multiple wounds. We just made it possible to potentially save a few of them instead of everything just dying outright. The multiple wounds or hp makes sense to me as its generally a giant explosion or superpowered god weapon that shoots them, and its only right that it does more damage than a railgun or meltabomb

I came up with a Force Org Chart for smaller games. A Contingent is an army with less than 1000 points. Note Contingents can't take allies.

It's to limit vehicles and high AV. There's still ways to get some heavy armor, Venerable Dreadnoughts, but much harder to get a lot of AV14, or flyers.

Why is AV14 so despicable?

In low point games it's harder to allocate a lot of points to heavy armour tank popping. In order to take down say 2 Land Raiders you'll need a lot of melta or Power Fists. AV 13 can at least be taken out with plasma pistols.
