I'd say so, though calling them 'rebels' is not quite the right term. Rebellion implies they are actively attempting to break free or otherwise undermine the Imperium, which they most certainly are not.
However, they are arguably the least adherent to traditions and tenets of the Imperium, particularly when it comes to working with the Inquisition and Eclissarchy. There are two situations I can think of where the Wolves either actively undermined their efforts (helping Guardsmen who fought against Angron on Armageddon to escape purging) or outright combat (shooting down Eclissiarchy ships and fighting at the Fang). So definitely have their 'team player' issues.

He walked up well beamed up, basically negotiated with people who never do. He got unbidden respect instantly from grey knights, the strongest force the inquisition can utilize in combat capabilities by the man.
Far as I know of no other case on inquisition backing off from someone after they basically declare war on them. They took out grey knights cruisers and they bowed to Bjorn.

Though that is a comedy video. It's meant to amuse rather than inform.
And, as others have already said, it's doubtful that the Emperor would be too impressed with the Wolves freeing potentially corrupted IG. And though the Inquisition may be brutal, Chaos is a very nasty, and very subversive enemy. They need to be ruthless to combat it.

The wolves are just independant minded and owe their loyalty directly to the emperor. In this respect they share some similarities with the Black Templars, who also walk their own path while still maintaining loyalty to the Imperium.
In-universe they are well respected and Bjorn is near-worshipped as he was alive during the days of the Emperor, so they are given a lot of leeway in the way in which they operate.
The do not rebel in any extreme sense, as although they have their own ways of doing things they do meet the essential parts of the Codex Astartes, even though they ignore the details. As the millenia have passed it seems that they have become less obsessed with their role as the Emperor's executioner (a role that was probably self-appointed) and more interested in being the Imperium's defenders, probably due to the loss of the Emperor's leadership. Like all factions in 40k, this may or may not be a good idea depending on the circumstances.

The space Wolves are basically the closest chapter to the old Primarchs:
a bunch of spoiled, arrogant children who think they know better because their daddy told them they were special.
And before anyone attacks me based on the fact that the Ssters are the same, I like to think we're less childish because we at least try to work with the rest of the Imperium, rather than just saying; "Right, we're here, you guys just sit back and watch us be awesome."

I'd say the Wolves consider themselves the loyalist of chapters. However that loyalty is to the Emperor and the Primarch, not the Imperium. They do not consider the Highlords of Terra or the Inquisition to represent the emperor's authority to them and are pretty sure the Ecclisarchy can go feth themselves.
Now they have co-operated when the situation warrants it (it was Logan who calls the Inquisition to Armageddon in the first place) or if an individual is worthy of their respect (they shielded a Radical Inquisitor from his more orthodox breathern at one point). In the case of the mini-war with the Inquisition about Armageddon, if the Wolves had thought their allies in that battle had been corrupted by Chaos, they would have ripped them apart themselves, but they instead saw the warriors who had stood firm beside them against chaos being targeted for sterilization and enslavement (far worse than just death) and took a stand for those that had earned their respect.
They have a bad attitude to be sure, but they are one of the few factions in the Imperium that tries to do what it thinks its good every time without casting away lives when they have fulfilled their purpose.

i think that is the same for most of the first founding.
DA run off and do their own thing so do templars and wolves Vulkans pyromaniacs do it as well because in effect they are all reletively untouchable when it comes to the inquisition yeah sure they can bicker and argue with them and sometimes (looking at you wolves) kill each other but at the end of the day killing off one of the legions will send one hell of a ripple through the imperium spesh considering a bunch of the primarchs are still around somewhere.

Like most loyalists, they are not as loyal as they seem.
The have a gene defect that they don't really talk about. "There are no wolves on Fenris".
They use the warp for magic but do not know it.
They do not follow the rules cause they're vikings and don't follow no rules.
Are they rebels? No. Humping the Emperor's leg though? Not really.

Yes, but both of those times, it was for the good of the Imperium. Once to remove an extremely detrimental madman from power, and another time to force the High Lords back into coherent functioning. That's a tad different to obscructing the Inquisition when they have good cause. Automatically Appended Next Post: What does this mean? I've seen this said quite a few times, but I've never understood it.
