The best anti land raider is a turbo laser range 96 strength d large blast if any part of the blast touches the land raider its an automatic penetrate with +1 on the damage table, ignores cover.

If you mean 40k base game with no Apoc expansion.

The Manticore with its rockets with 240 inch d3 Strength 10 ap4 ordinance templates rolling 2d6 take the highest for penetration.

The Medusa with bastion breaker shells 48 inch range strength 10 ap1 2d6 armor penetration

The tau railgun 72 inch range strength 10 ap1

Close range you have
Multimeltas and meltas.

High strength monsterous creature attacking with strength +2d6 armor penetration.

Lance weapons are pretty good, don't know much about the DE ones, but the bright lance counts all AV's above 12 as 12, while its only S8 it is going against AV 12 so it glances on 4's and pens on a 5+.

Voidraven has a STR9 Lance.

My favorite anti-tank weapon is the Ork Lifta-Droppa. No roll to hit - just nominate a selected non Super Heavy vehicle and scatter it 2D6. Automatic penetrating hit, also hits whatever it lands on.

And actually my favorite anti-Land Raider weapon of all is the new Necron Scarab.

Auto-hits stationary, 4+ to hit combat, 6+ to hit cruising...and instead of rolling to penetrate, they just roll D6s for their attacks; on a 4+, the vehicles loses -1AV on every side. That's right, I can make Necron Warriors charge your Land Raider at STR4 and penetrate its armour on a 2+.

My votes for the top three would be: Warp lance (S10 AP1 lance) bastion breacher medusa (already mentioned) and multimeltas on a fast vehicle. The first and the last go past your 20 inches when you factor in moving.
After these would be railguns in anything but a corner to corner range fight.
Demolisher cannons, manitcore rockets, deathstrikes (lol..) and other S10 ordnance.
Then Darklances/brightlances and rupture cannons (Remember kids! S8 versus AV12 needs the same 5+ to pen as S10 needs against AV14!)
Assault cannons/psycannons
Lascannons
Missile launchers

It probably has to the be Zoanthrope's Warp Lance. Hard to beat that Str 10 lance.

Warp lance is only 18 inch range, it needs to be over 20 so the termies inside can't assault the turn after.

I don't get the point of this post tbh, if it was for a specific army I could understand as it may benefit the OP, but for the entire game surely it's just going to be a list of powerful anti-tank weapons which surely shouldn't come as a surprise to anyone nor really achieve anything?

What about the Haywire Blaster: 24" range and 2+ to glance 6+ to penetrate. It doesn't cause much damage but reduces it's fire-power quite efficiently.

Vindicare and Broadsides are the two best in standard 40k, easily.

Zoey S10 Lance is good but requires a psychic test, so can be hooded, and misses more often than either the assassin or battlesuit.

Demolisher cannons are good. Roughly equivalent to a S10 BS3 shot, but with 2 rolls to pen and pick the highest. Suffers from short range and lack of AP1 though.

Eldar and DE lances aren't AP1, and are no more likely to pen than a railgun.

T-Fex gets 2 S10 shots, but at BS 3 only 1 hits on average, and it's also not AP1.

Meltas and multi-meltas don't have the range you apparently wanted.

Long range= Dark or bright lances (str 8) , or voidlances (str 9) . reduces the armour to 12.

Short range= haywire grenades. Even if i am hitting the land raider on 6's, I am nearly sure I will get a shaken result.
Even though it only penatrates on 6's the amounts of glances I get will usaully results in a destroyed result, after it gets immobilized and has all the weapons destroyed.

Play test leak of 5th ed necron codex. Last I head they didn't specify if the scarabs do the 1-AV per attack, per base, or per unit. Personally I hope it's not per attack because that would make scarab swarms more expensive, and with their new anti infantry capabilities I think necrons would be better off with cheaper scarabs that scarabs that can wreck face against anything.
