You realize that CSM squads get bolters, bolt pistols, AND close combat weapons, right? Plus all the same options?

Anyway, I'm gonna say
1) vanilla CSM
2) ork boyz based on the fact that they hit like MEQs on the charge but for 6 points each
3) dire avengers, especially because bladestorm is sick

ATSKNF and Combat Tactics are far better than a CCW.

Chaos Glory gives you effectively the same thing as ATSKNF. Or you can take the icon of khorne and give each marine 4 attacks on the charge.
In theory as well as actual performance, my Night Lords CSM squads outdo my Imperial Fists tactical squads 90% of the time.

Does Chaos Glory let you regroup below half? Does Chaos Glory prevent your unit from being wiped out if you have a -4 combat penalty and fail your re-rollable leadership? Chaos Glory is nice, don't get me wrong, but it's nowhere near as powerful as ATSKNF, especially since combat tactics gives loyalists a chance to try to escape a losing combat, with no risk of being swept.

1. Infantry Platoon: You start off with a bare minimum of three scoring units. You can take a Hell of a lot of guys for one troop choice. It's all about quantity over quality. The only thing you get screwed on is kill points.
2. Veteran Squad with Triple Plasma Guns and an Autocannon: I've had great success running this squad.
3. Tie between Plague Marines and Thousand Sons: Just die already, please?

Genestealers- no doubt about it these are some of the meanest troops in the game they can take down nearly anything, from thraka, avatar, to abaddon. and on several occasions ive had one genestealer take down a squad by itself. these are mean.

Dire avengers- holy crap 10 of these guys with bladestorm is very nice, unless ur on the receiving end. just hop out of a wave serpent and unload on anything its bound
to die.

plaguebearers- holy crap ive never played with these guys but ive played against them and they just wont DIE EVAR. they are so annoying, but they are good. great at objectives and tieing up enemies.

and you gotta give it up for the boyz and basic space marines.

If you want to talk about "best" troop choices, I would have to say:
1) Plague Marines
2) Melta Veterans (IG) (in a chimera)
3) Shoota Boyz

Runners ups are Sisters and Dire Avengers. Tactical Marines deserve a mention, but generally all armies make a point to be able to deal with Tac Marines effectively since SM is so prevalent. I also agree that Tac Marines are better than CSM.

@Salted - Assault Marines are conditionally good - only in the context of a BA army, in which you have Death Company.

Point-for-point, BA AM aren't so good as Troops, because you're buying a DC model for each squad.

For fast-moving T4 Sv3+ Troops, I say Eldar Jetbikes are better. They're faster (move 24") and Sv3+/3++ when they do this.

Hormanators?

1. SM bikes- resilience, mobility, relentless, multiple specials, move-and-shoot MM and T5
2. Sisters- conditionally one of the hardest to kill units when you combine book+faith and support it, double specials, and dirt cheap.
3. Dire Avengers- when mechanized, they are a great hit-and-run unit, and if it gets caught in assault, it can hold out for a long time if needed.

1. Power Armored Grey Knights: Throw on a couple psycannons and you can tear most things apart with a hail of fire or with a pile of Strength 6 CC attacks.

2. Fleshborer Termagants Without Number. Decent range and Strength, but not much AP. Kill 'em all, they come right back.

3. Vanilla Tactical Marines. Good at everything, with rocket launcher to boot.

1)Noise Marines (unloading from a LR and dakka'ing the hell out of a unit before assaulting at I 5)
2)Plague Marines (for their ability to hold down an objective and take 2 assault weapon choices)
3)Necron Warriors (for their ability to come back and possibility to glance any armor)

honorable mention goes to the inexpensive IG trooper (more flashlights equals more death) and the cheap ork boy (for hordes of footslogging madness)

Number one, Plague Marines. The current game calls for troops to hold objectives, and these are the best for the points.
Number two, Genestealers. Clearing the objectives and then going to ground in them is nice too.
3? Ehh, a hesitant IG Vets. There is a lot of competition for this slot, but as has been said before, 3 Meltas with AV12 transports for as cheap as they are is undeniable.

Honorable mentions: Ork boyz (duh), Necron Warriors (you don't realise how much better than marines they are until you fight them), Tac Marines (cause GW just makes them like that), and Deffdread for the lulz.

There are no troops more durable than those.

Emperors Faithful wrote:1. Sisters (cheap for a durable power armour model, acts of faith )
2. Guardsmen, lots of them, lots of guns. (even if the hardley hit squat when you need 'em to)
3. Inquisitorial Storm Troopers; suprisingly useful in small, fire arm squads. Many players hardly even notice them moving around, discreetly taking lone objectives. Also to have 2plasma gun is a 5-man troop choice is very good. Plenty of divertsity, but should not be the mainstay of you're army. (Hot shot does not apply to them...yet)

Well, actually it's basically all I have for troops anyway.

Hmm, do Nob Bikers count as troops?

Other than that, many that have already been mentioned but I would say (in no particular order)

Shoota Boys: Statistically, they shoot as well as Dire Avengers point for point, but have 4 times the attacks in CC and twice the wounds and at T4.

Plague Marines: Tough, get special weapons and rhinos.

Sisters: Just really good for the points especially with the special rules they get.

1) Plague Marines - they are the optimal troops, hard to kill of objectives and MSUs can kill at range
2) Genestealers - Scout move Ld 10 and can eat things (like demons) on the multi-charge, oh no synapse necessary and they score
3) Ork Boyz - cheap, lots-o-attacks multi-charge mayhem, take THAT gunline
