Here's the deal: Create the best command squad utilizing as many points as possible. Then, compare it to the post above yours and list why yours is better and why yours is worse, essentially having a virtual hero battle. I'll start with nids.

Command Squad: Tyranid Prime; Lash and BS, Scything Talons, Adrenal Glands, Toxin Sacs, Regen 125pts
Tyranid Warriors(9); x9 lash and bs, x1 venom cannon, x8 deathspitter, adrenal glands, toxin sacs 550pts

When you say command squad, do you mean a squad that has to be taken with the commander or one that is influenced by it?

I mean an HQ and a squad that is an add-on, something you can only take with that HQ. Example: Space Marine Chapter Master w/ full Honor Guard. Nids don't really have anything other than tyrant guard, which can be taken regardless, so I just used warriors.

A simpler way is just to say "1 HQ IC and a Squad, or 1 HQ squad"

In a straight hero battle you'd be hard pressed to beat the snaguinor, I think he can even beat Lelith Hesperix (however the hell you spell her name) one on one (especially if he charges) unless the SW have some other equally cheesy character killer.

SWs magical hit-on-a-3+ bit of wolf is probably the most helpful character killing item there is...
Ragnar Blackmane would probably give most characters a good run for their money...

Non apoc I'm not quite sure. Abaddon with a full retinue of Khorne Terminators outfitted with Chainfists and Lightning Claws will chew through anything. Logan Grimnar likewise outfitted with his own Wolf Guard Terminators is also a force to be reckoned with. Vulkan with a bunch of TH/SS terminators arn't too shabby either, or Astorath jumping out with a full unit of Jump pack and various power weapon (TH included) DC with lemartes can be pretty brutal too.
