Since Harlequins have seemingly disappeared from my Dark Eldar codex, it seems obvious to me they are in the running to get their own detachment ala Legion of the Damned or Tempests Scions. So this would be the way i would want it to look, this way they could work not only for Eldar but also alongside other forces as the fluff suggests.

Allies
Spoiler:
Battle Brothers: Craftworld Eldar. Dark Eldar. Tau.
Allies of Convenience: Imperium of Man.
Desperate Allies: Orks
Come the Apocalypse: Chaos Space Marines. Chaos Daemons. Necrons. Tyranids

The Great Masque is a detachment that consists of 2-5 Elite choices, 0-3 Fast Attack choices and 0-2 Heavy Support choices.

Special Rules:

Spoiler:
Lord of the Dance: The detachment must include at least 1 Troupe Master. One Troupe Master in the detachment MUST be upgraded to a Great Harlequin for 50pts, he gains the following adjustments to his Stat-line. +2 Ws, +1 Bs, + 2 W, + 2 I, +2 attacks). If the Great Masque is your primary detachment then this model must be your Warlord and may only roll on the Harlequin Warlord Trait table.

Props of the Play: All character models in a Harlequin detachment has access to the Props of the Play (relics) table. Each Prop may only be taken once in a detachment and each model may only carry 1 Prop.

Runes of the Laughing God: Shadowseers may only roll on the Telepathy Discipline and may not roll on Daemonology, but may choose to swap the Primaris Power Psychic Shriek to gain the Primaris power instead Veil of Tears.

A Dance of Death: This confers the Special rules Fleet, Furious Charge, Hit'n'Run and Preferred Enemy (Models from either the Chaos Space Marine, Chaos Daemon, Chaos Renagades)

Warlord Traits.

Spoiler:
1)Laughing in the face of Danger: The Warlord is Fearless, as are Harlequin units within 8''.

2)Just a piece on the chess board: The Harlequin player can add or subtract 1 to reserve rolls, both his and his opponents.

3)A legend retold: The Warlord has Zealot and Crusader.

4)Aid Unlooked for: If the Warlord does not already possess one, he gains a Webway Portal. If he does, then he may choose what turn he arrives without rolling and on the turn he Deepstrikes he and his units weapons gain the pinning rule.

5)Auspicious Patron: Attacks directed at the Warlord suffer a -1 to hit penalty. This only applies to shooting if the Warlord is not within a unit.

6)Best foot forward: When charging, the Warlord and his unit roll 3D6 and pick the two highest.

Props of the Play - Relics.
Spoiler:

Calling Cards of Cegorarch: 35pts]. Harlequins are a tricky combatant, as much inclined to petty parlor tricks in battle as in their plays. Sometimes when weapons are leveled their way, they dissappear in a puff of smoke, leaving behind only crystal chips inscribed with the twin faces of comedy and tragity, mean while the Harlequins caper off behind the scenes.

Only use once. At the start of any phase (yours or your opponents) you may immediately remove the Warlord and his unit from the table and leave a counter where the unit was. At the end of the phase, the Warlord and his unit reappear within 12'' of the Calling Card and may act as normal.

Book of Last Pages: 25pts.Legend says one of Cegorarch's many mischiefes was to sneak into the Morai-Heg's realm and steal the Book of Fates, the tome which details the Deaths of all Things. When Asuryan found out, he was furious and a red faced Cegorarch gave the book back apologetically. Little did they know Cegorarch transcribed the last page of every mortals story into tomes of his own which now live within the Black Library. Copies of these tomes are only given out in rare times, the Harlequins are story tellers, and the feel of an ending can be ruined by spoilers. This is a price some Troupe Masters are willing to bear.

At the start of a game, you must nominate a single Character model or Monstrous Creature. The Harlequin and his unit gain preferred enemy (nominated model) and any wounds caused by the Harlequin and his unit must have any successful saves re-rolled.

Divine Deathmask: 10pts. Cegorarch has ever had a morbid sense of humor, and this is evident in the garb of his favored champions. Crafted in the likeness of Gods and Goddesses he has seen with his own eyes, these gilded and glistening masks allow Cegorarch's favored to see things mortal eyes cannot.

A model with a Deathmask gains Night Vision, Counter Attack and may Snap Fire at at full BS.

The Blade of the Last Laugh. 35pts Said to of been part of a long forgotten plan for Cegorarch to slay Slaanesh himself, this Blade was crafted with a powerful internal soulfulcrim which scatters the body of any slain by it into the Darkest Reaches of the Webway, a fate from which there is no return.

Rng- Melee. Str User AP 2 Melee, Last Laugh (Wounds caused by this weapon may not be regenerated by any means such as IWND. Models slain by this weapon may not arise again E.G Reanimation Proticals. Wounds caused by this weapon cannot be saved via FnP)

Death's Gaze: 20pts.''Were the eyes of Death fall, the walking are doomed and their souls are sundered'' is Inscribed upon the barrel of this Shrieker cannon. Using similar tech as Dark Reapers, this weapon allows the bearer to ''see'' through the muzzel of his gun, giving credence to the inscription.

Death Jester Only, replaces Shrieker Cannon. Rng-24'' S 6 AP 5 Assault 4, Bladestorm, Pinning, Where Death Gazes (Shots from this Weapon Precision shot on a 5 and a 6, and all hits that are Precision shots become AP 2 on the to wound roll of a 4+).

Elites: Harlequin Troupe

Spoiler:
Harlequin: Ws 5 Bs 4 S 3 T 3 W 1 I 6 A 2 Ld 9 Sv 5++
Death Jester: Ws 5 Bs 4 S 3 T 3 W 1 A 2 Ld 9 Sv 4+/5++
Shadowseer: Ws 5 Bs 4 S 3 T 3 W 1 I6 A2 Ld 9 Sv 4++
Troupe Master: Ws 5 Bs 4 S 3 T 3 W 1 I6 A2 Ld 10 Sv 4++

Harlequin.: Shurican Pistol (2 in every 5 may replace these for Fusion Pistols for 10pts each)
Close Combat Weapon (May be replaced by Harlequin Kiss for 4pts)
Flip Belt (Provides Ignore Difficult Terrain)
Holosuit (Provides 5++ invulnerable save)
18pts each.

For 10pts a Harlequin may be upgraded to a Death Jester, swapping their Close Combat Weapon for a Shrieker Cannon.
For 35pts a Harlequin may be upgraded to a Shadowseer, gaining Psyker Mastery level 1 and Hallcinogen Grenades (assault and Defensive grenades for all)
For 10pts a Harlequin may be upgraded to a Troupe Master, swapping his CC weapon for a Harlequin kiss or Power Sword.
For 35pts the Troupe Master may perchase a Webway Portal (The unit may deepstrike without Scatter).
For 5pts the Troupe Master may take Haywire Grenades.
For 5pts the Shadowseer may take Tanglefoot Grenades (Rng 8'' Str 2 Ap - Assault 1, Blast, Rending, Pinning)

May take an Venom as a dedicated Transport.

Fast Attack:The Harlequin Venom.

Spoiler:
Front AV 10 Side AV 10 Rear AV 10 2 Hull Points. 60pts. Transport Capacity = 5 Models.

Wargear: Holo-fields.
Either a top mounted Splinter Cannon and bottom mounted Splinter Rifles or Shurican Cannon and bottom mounted Shurican Catapults.
May upgrade bottom mounted weaponry into Splinter Cannon/Shurican Cannon respectively for 10pts.
May replace top mounted cannon for Tanglefoot Grenade Launcher for 5pts (Rng 24'', Str 2 AP - Assault 2, Blast, Pinning, Rending)

Heavy Support: The Marionette.

Spoiler:
The Marionette is much akin to the Craftworld Eldars Wraithlords in appearance, but it in fact has more in common with the Commaraghite Pain Engines. While a Wraithlord is animated by a particularly noble Spirit, the Marionette walks in strange jerking bounds, as if something was moving via invisible strings. The Harlequins insist it is the hands of their patron, and the lack of a Spirit Stone seems to suggest this, for no machinery can move Wraithbone in any semblance of life. While jerky and staggered, the Marionette moves with a distinct purpose and grace, it's feet barely touching the floor as it bounds across the field, it's Wraithbone shell shrugging off all but the most telling blows. It is in this way the Harlequins say the Laughing God himself fights by their side.

Ws 5 Bs 4 S 8 T 8 W 3 I 5 A 3 Ld 10 Sv 3+ 150pts.

Wargear: Two Flamers. May be replaced by Two Haywire Blasters for 20pts.

Special Rules: Fleet
Hatred (Chaos)
Fearless

They get too many special rules for my liking from A Dance of Death, I personally would have the troupe act in a similar to Wardances and have separate dances they must choose each turn.

The Blade of the Last Laugh is ridiculously over powered and should be closer to 75pts I don't have a problem with the stats I think they are fairly reasonable it's negating all those rules I find OP. In fact re reading through The Props of the Play they all seem to be severely under costed, you need to tone down the abilities.

They have those abilities from Being Eldar Harlequins anyway. This is me just condensing the rules into a single one. Harlequins always come with Fleet, Furious Charge and Hit'n'run. All Eldar have Hatred Slaanesh. All i added was Preferred Enemy (Chaos).

The Sword may look powerful, but compare it to the Husk Blade. Both have the same profile save for +1 Str, but one has Last Laugh and the other has instant Death, for the same price. You can't take FnP against ID and You cannot regen wounds because you are already dead. So the Last Laugh loses the ability to instant kill in favor of things it kills stays down, which effects, what? Necrons and about a half dozen special characters? Seems fairly well costed to me.

Warlord traits 5 and 6 are both kinda bonkers powerful.

A few suggestions -

Allies:
Move Tau to Allies of Convenience. Move Orks to Desperate Allies.

Great Masque Detachment:
is it supposed to be "0 HQ" or "0-X HQ"? As written (0 HQ), the HQ slot is needless.
Are you going to be creating new Fast Attack and Heavy Support choices for Harlequins? If so, you are moving into new codex territory, and away from special detachment.

Special Rules:
Is there a reason that Shadowseers are getting 3 Psychic Powers as a Mastery Level 1 Psyker?

Warlord Traits:
As pointed out, number 5 and 6 are a little over the top.

Props of the Play:
Calling Cards of Cegorach: Does not work as written. It is used at the start of the phase but they need to be targeted for it to activate. Furthermore, 35 points to negate being shot at completely is a tad inexpensive. It also prevents the unit from ever being able to charge into combat - as Overwatch will cause them to disappear for the duration of the Assault phase.
Death's Gaze: The wording for the special rule (Where Death Gazes) needs to be cleaned up. All I can understand is Precision Shot on 5 or 6.

Harlequins do not have Hatred (Slaanesh) like other Eldar. That special rule is a part of Ancient Doom, which Harlequins do not have.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

Thanks for the insights, i have made a few changes to fit in. Apparently the Husk Blade is only AP 3 now, which makes no sense to me, but considering that was what i was pricing my Blade off of i dropped the +1 Str. I won't drop to AP 3 because i believe Eldar of all people need some access to AP 2 at I, even if its only from a single source.

As for creating new units, i have a few ideas. I want to fit in Harlequin Jetbikes, A vehicle transport called the Asp and i have ideas for HQ choices. Would you suggest me making this into a mini codex? Isn't that what the Scions are? Because at least then their would be precedent.

Yeah I would suggest making a mini-dex.

As for units -

HQ - Troupe Leader, High Shadowseer, Solitare
Elites - Harlequin Troupe
Fast Attack - Venom (Eldar upgrades, not Dark Eldar), Harlequin Jetbikes
Heavy Support - ?

I like the idea of Harlequin Troupes as a detachment that could fight alongside all sorts of people, even non-Eldar. And I love the idea of them having giant creepy marionettes as war machines.

Well, if you check out Sister Sydney's homebrew/expansion rules, you'll find all kinds of units the Sisters could have, that fit with the theme of the Sisters (as a tabletop army) perfectly well, and are damn-near-perfectly balanced.

I’m updating that fandex now & I’m eager for feedback on new home-brew units for the Sisters: Sororitas Bikers, infiltrators & Novices, tanks, flyers, characters, superheavies, Frateris Militia, and now Confessors and Battle Conclave characters
