I'll say this: I will stay active in 40k as long as the majority of models in my 6 marine armies have rules. If it's Legends, that's fine. If I can do reasonable counts-as (Bolter Marines for Intercessors, or Assault Marines as Intercessors with Jump packs) that's okay too.
If they EVER Squat more than 20% of my forces, I'm just out. I'll just play 11th.

Rhino - no frills box, high transport capacity.
Razorback - nice guns, small transport capacity, passengers can’t do much
Impulsor - meh gun, some alt options. Small transport capacity. More perks for passengers.
There is a bit of overlap between razor and the impulsor. Besides having them on the shelf and not being done painting my impulsors, I don’t see a lot of reasons besides tradition to field the old razor. If we keep rhinos I’ll just pop the turrets off (never glued them) and roll them out as basic metal boxes.

Yep. Its a core part of the model range in a universe sold on being decaying and not moving forward.
40k hasnt been decaying for long time, part of the revamp of the world is it going forward

Vaguely disappointed that the grots in the starter box seem to just be alternative sculpts for bog-standard grots with grot blastas, not a new, more interesting, grot unit with something like the old autoguns (and therefore enough range to actually achieve something other than just being a cheap objective-grabber).

Oh it's worth the cost.
The Impulsor is tougher than the passengers, can gain an ++ save if you take the shield (I do), can freely absorb the hazardous damage from Hellblasters, and can be healed by a TechMarine. A Tech Marine who can heal it T1, then hitch a ride in it so as to be in position for future turns.
And it comes with a few guns of its own for chip damage. Slightly more deadly if you opt for the missile system instead of the shield. (Me? I opt for making it as hard to kill as I can.
Then when the foe does take it down? The main source of firepower simply dismounts & keeps right on shooting.

My understanding was that the "inferiority" being referenced had nothing to do with rules, and everything to do with the fact that Primaris hover tanks look like hot garabage compared to proper treaded tanks.
I'm the type of guy that doesn't care how good or bad a unit's rules are: if the model is good, I buy it. If it isn't, I don't.

Oh I'm right there with you in not buying models I don't like.
The Impulsor? While I don't love it, I also don't dislike it enough not buy & use it. And its lack of tracks? Like the Taurox & it's stupid looking tracks instead of wheels, this model can also be fixed....
If I wanted a tracked Impulsor badly enough I know enough people with printers.  Or I could just do the conversion work the good old fashioned hard way.

A bit of both. I think in 10th in particular GW has recognized the value of the hover tanks being more ranged platforms and the treads having more of a melee or front facing focus. The Repulsor in particular REALLY never touched the land raider and the Impulsor's limited transport capacity hasn't worked as a budget melee delivery either.
In terms of aesthetics, I've actually really come around on the hover tanks as someone who has hated them since 8th. Part of that is committing their role to the long range backline but also they just look significantly better in person than they do on the web. GW really likes focusing on the hover aspect by taking low angle pictures of them that focus on the hover aspect. On the table they really fit in with the rest of the marine aesthetic quite well. For a bit I was running a list with 2 Rhinos, a LR, 2 Gladiators and a Repulsor and really liked how it divided them up into ranged and assault roles.

Rumors were that WAS the original intent, but it got shot down by higher ups. They'll likely save room on the sprues since they won't need 30 different styles of bolt rifle magazines anymore. That space is likely now taken up by a sword, fist, and hammer. A single plasma weapon or missile launcher would have been nice though.

Unfortunately GW has direct financial incentive to not make it easier to proxy in your discontinued models.
Same reason why the minimum unit size of units like Raveners and Stealth Suits is now larger than what you have if you had their previous box.

Nope. I won't have any problems proxying my existing first born.
*Guys with bolters = Intercessors
*Guys with plasma guns/plasma cannons = Hellblasters
*Guys with flamers = Infrrnus
*Guys with heavy bolters = new Guys with stupid names & heavy bolters
*Guys with missiles = Desolators
*Guys with lascannons = ? Eliminators if nothing else
Grav cannons? Well, I only have 4 grand total. If grav isnt an option they'll just be Hellblasters.
I MIGHT put them on larger bases.
No guarantees there though as nobody I play with gives 2  s that 99% of them are still on 20mm bases. So....
And thats assuming they dont have Legends entries. If they've Legends stats? Then they fight on as-is.

It's well known that works for ccs works for everyone. No chance any playgroup might not want to use Legends or have stricter rules about proxying.

The old grot kit did need a refresh, but agreed on more grot units- transfer grot tanks to plastic and add grot snipers that are occasionally mentioned.

I'll join you in commenting on the Grot, since it's clearly one of the most important miniatures in the new box, and far more interesting than debating (again) the relative virtues of tracked and grav vehicles.
I agree that the new Grot is a bit disappointing, being just an improved version of the current blasta-wielding model. I also wish GW wouldn't add flimsy spikes to helmets - they're guaranteed to snap off at some point. But arguably he has more character than the slightly revamped Marines we've seen so far. Grot units definitely need a bit more variety - perhaps some kind of semi-effective special weapon, or some Squigs to accompany them?

I have full faith the Kommando Grot can do more in the current edition of KT than any other type of Grot would in 11th. I also have a feeling any grot packed with an Ork unit(save for Makari) will only be part of a Golden Demon entry. To be fair, Tyranid Warriors are the same unit size, and you don't have to make one of them into a Prime at the cost of not having the minimum.
..... the only catch is that they won't let you... (checks notes)..... proxy that warrior you call a Prime as such anymore....
