I think they're tech priests. All of them. Even the ones that look like Space Marines and Guardsmen, they're all tech priests.

Are we really STILL talking about damned Tech Priests?
Look, I think we can all agree (except Kanluwen of course) that it is clearly NOT a Tech Priest. We may not know what it is exactly, as it does not appear to be an Inquisitor or a Sanctioned Psyker, not as we know them anyway, but it is not a Tech Priest. Even using Kanluwen's logic, it cannot be a Tech Priest. Just as it (apparently) requires cerebral implants to be a Sanctioned Psyker or an Inquisitorial Rosette to be an Inquisitor, it requires SOME sort of CLEAR indication that it is a Tech Priest, be it a cog/gear or somesuch pattern, the half mechanical skull of the admech, heavy bionic augmentation, or something similar. The color of the robes is NOT this clear indicator, as robes have been shown to be a common article of clothing, with widespread use throughout the Imperium.
BTW, Kanluwen if you look again, this dude clearly does have some sort of mechanical implants in the back of his head:

Look at the upper left (from our perspective) of the guys head. You can clearly make out what appears to be 2 cables plugging into the rear of the dudes head.

I'm sure plenty of chapters and what not will be involved in the game, but I'd be surprised if they didn't let you paint your own armour, also supplying presets... much like they did with the Dawn of War series.
At least, I hope they do.
