Overpriced is the wrong word IMO. Over-priced means you are paying too much for what you are getting.

Though not in the same class as the wave serpent, the land speeder storm with a multi melta can be pretty amazing. I like to put a five man scout squad with a combi melta, right into my foes back line. Outflank, scout, deep strike... its pretty versitile.

I'm starting to really like the venom. It is open topped AV 10, with only 5 capacity. But it comes with flicker fields, and has standard a 6 shot poisoned weapon and can upgrade a 2 shot one into another 6 shot. Not bad for a 55 point base cost. If only they had a model for it...

The best transport is the Chimera because of all it offers and is probably undercosted by about 20 points.
The worst would probably be the Ork Looted wagon, especially since there are other vehicles in the ork list that work so much better as transports.
My Favorite transport was the War Devilfish before the 5th ed nerf. Wonderful medium armor, seven BS 4 S5 shots (four that ignore LOS), and FOF tactics that worked.
Right now, my favorite would probably be a BA rhino with assault marines. Thanks to the price discount, you get cheap protection with an 18" first turn move. Its just too damn sweet when coupled with its cost and survivability.

I'm going to throw my lot in with the Battlewagon. With the deff rolla ruling in it's favor you don't even have to use it to transport anything to be a threat to virtually everything out there. Combine with some random models and a Power klaw + boarding plank and/or grabbin klaw you have ways to effect from within the transport against the most deadly vehicles out there. While you CAN make it closed top (possibly advisable if you've only got 3 nobs in there to make it scoring or some gretchin) it's got a clear assault advantage of being open topped and when combined with the WAAGH can give nobs or boyz a very long range to reach out and touch something even if it's moving at breakneck speeds.
Yes it's sides are a mile long but it's so reasonably priced I don't generally care even against outflanking vendettas, plus you should really almost always have a 4+ cover and at least 1 roll to repair immobilized.
It can also be very customizable into it's friendly dakka variant with a load of big shootas or rokkits.

Then there is also the razorback for only 5 more points, and an additional 35 pts gives you a good turret so oyu end up with more firepower

for 200 points you get an awesome model that can carry 11 death company with a chaplain and a death company dreadnaught
nearly no army in the game can survive for more than a turn or two if this payload is dropped into the middle of their army
even better, it can pack a T/L multi-melta along with a T/L lascannon and 4 anti-vehicle missiles for no extra cost

why? 10 models (which can have jump packs) + a dreadnought and a great array of weapons.

That's the irony of the chibi-hawk: it can transport all those models, but it is unwise to do so. It isn't durable enough to get the models to the enemy safely. That's ignoring how expensive the thing is. You are paying for transport capacity without the survivability to back it up.
Who cares about Ceramite Plating? The vehicle is AV12; Meltaguns don't need 2d6 pen to be effective. Then again, when a vehicle is 200-250 points and carrying another 300, you can afford to spend your long ranged AT to drop it on turn 1.

My guess is because you decided you wanted to run your Assault Squad 10 models strong and that wont fit in a Razor. Nothing wrong with the Razorback though.

The point is there are alot of transports that are not av 14 and ceramite plating makes a melta shot less effective on av 12 than a shot on av14 without plating. (plus BA having librarians with sheild of sanguinus providing a cover save, since the librarian is probebly the most cost effective HQ)

I've used the Storm Raven. Its fun, it can cause some people problems with its weapons and with its payload IF it makes it to the enemy. Its also AV 12 and honestly even with the ceremite plating a melta weapon is a short ranged AP1 rocket. That is more than a big enough threat, in fact it makes the player firing the melta just as happy to fire from over half range as there is no benefit to getting closer.
I like the Raven and have had decent success with it but for its costs (both points and FOC slots,) capabilities and the cost associated with what it is carrying, it is not one of the "Best Transports" in the game.

True, personally i think of a stormraven as a fast landraider with 4 missiles and 2 less armor with ceramite plating for 50 less points
I guess it really only helps when you have multiple threats/ stormravens

With flicker fields it is actually somewhat more resilient than people give credit. ML: S8, requires a 3+, 4+ then a 5+ to destroy a rhino. Raider requires a 3+, 3+, but a 5+ bounces it and what gets through destroys on a 4+. A SM ML has about a 11 percent chance to destroy a rhino. It has a 14 percent vs a raider. S9 lacannon: rhino needs a 3+, 3+, 5+. Raider needs a 3+, a 2+, a 5+ bounces, and a 4+ for what gets through. So it has about 29 percent against a rhino. It has about 18 vs raiders.
Where raiders have problems is against medium strength shots like HB, S6 lasers, and auto cannons. Many people skimp more than they should on those types of weapons, since not every book gets it easily, and they feel they need extra power to crack the big stuff. So against most non guard/tau armies, a raider is durable enough for most purposes (assuming you get fields and don't expose them too much)
As a interesting exercise, calculate what the chances of destroy a turbo boosting raider vs a flicker field raider. Keep in mind immobile = destroy when turbo boosting. It ends up being the same. So when you pay for flickerfields on raiders, you are effectively paying for turbo boosting every turn in terms of durability.
Edit:
Forgot to calculate chances of destruction through glances, not especially high... but a glance has 11 percent chance to kill a raider, and a glance only happens one in 6, so add a 2 percent to each of the raiders destroy chances.

The only real problem with that is, while the serpent may be AV12 on the front, its AV10 on the back, and unless I'm doing it wrong, ususally the back has to be left exposed so your guys can get out and not have to cover the length of the serpent as well. I've seen lost of exposed serpent butts waiting for the turn the cargo can safely charge out of it.

Plus there is the problem of it is a telegraphed move. If i had a unit that would likely lose to a charging eldar unit... I probably would just run that unit away, or bait the eldar assault unit into a kill zone.

I dont know why everyone is hating on the trukk, yeah its not good for you silly git 'ummie, but a trukk is cheap, for 5 points you can make it move an extra inch, and the open top means you can fill it with shoota boyz and have two big shootas (one on the trukk and one in the mob) which makes a decent unit to pester and chip away at units that would otherwise be too big to engage.

55 points for a fast razorback with twin-linked assault cannons, or 20 points for a fast razorback with twin-linked heavy flamers.
To be fair, they are 10 points more expensive than tactical marines, but they get a 35 point discount on their transport.
For some reason, it's a free "Fast" upgrade, and a 25 point savings. For some other unknown reason, their twin-heavy flamers is free.
To also be fair, a 5 (or 6) man squad, can still buy a special weapon (which normal tactical marines cannot).
The blood razor rush is brutal.

I personally like the Trukk, but then as a Ork player I know I'm going to lose some units before I get stuck in
As for best? The chimera, hands down. For 55 points, you get two good weapons, a 12 AV front, a smoke launcher, and 5 fire points. It's one weakness, 10 AV sides, can be easily off set by cover, it's own smoke launcher, or another chimera. I know some of you say the wave serpent, and I agree with you to a point. As a vehicle in of itself it's dead 'ard, but it lacks the force multiplier Chimeras have. 5 fire points means all special weapons can be fired, compared to the WS which has, er, none, so the unit has to get out to do anything, and Mobile Command Vehicle give CCS a little more range and better LOS, which can be used for, say, giving a Vat squad with an autocannon Bring It Down to better kill a wave serpent

First to define it as a transport for me the contents inside must cost less than the transport and the more the difference the better. The tactics for what is inside vary with the army but the other is that we need to talk transporting a troop choice so it can be an objective holder rather than just a beat-stick elite or equivalent.
Best - Rhino - More so for CSM for the good troop choices but hard to beat that cost ratio of about 6 to 1 for the transport for SM too.
Okay - Trukks & Raiders - Cost vs what they carry and can accomplish. Both are fast assaulter vehicles.
Above Average - Chimera, Devilfish, Wave Serpent, Razorback- Each is good in its own way but their cost ratio to cost of the troop and what that troop can accomplish means I am taking the vehicle rather than the troop.
Below average - any other. It is the cost ratio that betrays them.
Special mention - Landraider crusader with Logan Grimnar and whatever you want in troop wolf guard or ICs. Potentially a battlewagon with a troop choice of nobz.
