I'd very much recommend this thread to the Eldars section:

Evolves around two types of armies: Mechdar and Footdar. It's very informative and explains the usefulness - or the lack of same - in each list.

It also includes tactics and strategies to the given list.

Also, as a round-up to the guide, it explains a little about lower point games, and how you could utilize these armies!
